I think it' s learned. If an adopted child is brought up in a good family even though his biological parents are criminals i highly doubt that the child would grow up becoming a criminal. A child who comes from a good family could become a criminal maybe due to peer pressure etc, a child who is from a good family that' s poor will most likely learn how to steal...
